El papel de las ONG en defensa de los derechos de las personas dependientes

Abstract

[Resumen] El propósito de este artículo no es otro que señalar a grandes rasgos cuales son las aportaciones que el colectivo de organizaciones no gubernamentales realiza en la defensa de los derechos de las personas dependientes. Se trata de clarificar en primer lugar quienes forman parte de ese grupo de entidades que representa a la sociedad civil, se identifica su posición dentro del Estado de bienestar como colaboradoras de los servicios sociales básicos ofertados por el Estado. De ese modo llegamos a identificar su función en el marco de la acción directa, colaborando en la gestión de servicios, y en la acción indirecta, a través de la intervención política como grupos de presión ante organismos internacionales. Siendo ambas actividades de gran relevancia encontramos en la segunda un modo de participación singular de las ONG que han logrado ingresar en el seno de las organizaciones internacionales, con voz pero sin voto, y de ese modo intervenir en la elaboración de importantes documentos para la protección de los Derechos humanos, siendo la Convención Internacional sobre los Derechos de las Personas con Discapacidad su último logro.

[Abstract] The purpose of this article is to point out the head lines about the main role NGO plays for the protection of the human rights of the disable people. First of all we try to clarify what identify the collective of non-governmental organizations, their members and activities just to know how they represent civil society; in a second step we try to point out their main role into the Welfare State as a co-operator with the social services of the State. In this way we will be ready to identify the NGO direct and indirect activities: direct activities are related with the projects and services they offer in cooperation with the administration, indirect activities is linked with their position inside the international organizations (as CoE or UN). Both activities are important as well but in the second one we can find a singular role for the NGO that have developed a way to be hear by this international organizations and to collaborate with them in the elaboration of important international documents related with the recognition and protection of the human rights. December 2006 was signed the Convention for the Rights of People with Disabilities and NGO played a main role in it elaboration.
