Abstract

[Resumen] El objeto de este informe es analizar varias cuestiones que explican la pérdida de confianza ciudadana en las instituciones y en los partidos políticos, aun cuando los niveles de legitimidad se mantienen estables. Las peculiaridades de nuestro país pueden ser una causa de ello, pues, aunque la desafección es alta se conserva la confianza en la democracia parlamentaria. El foco de atención debe situarse en el reforzamiento del papel de la ciudadanía para revertir la situación de crisis y en el fomento de la receptividad institucional para implementar los cambios necesarios en aras de devolverle su significado al mandato representativo y hacer posible el control del funcionamiento del sistema de partidos a todas luces imprescindible en democracia.

[Abstract] Citizen confidence in the parties or in the Government is very low, but nevertheless, the levels of participation in the elections have remained stable. We can consider that this apparent contradiction is due to the characteristics of Spain, because, although the level of discontent and remoteness is high, a positive position is maintained towards the parliamentary democracy system, so the system enjoys legitimacy. Thus, the focus should be on what should be done to reinforce the role of citizenship, its democratic prominence to reverse disengagement and detachment towards institutions and those who occupy them; but, in addition, institutional receptivity must be encouraged to introduce the necessary changes. And given the situation, we believe that the measures that return their meaning to the representative mandate and control the functioning of the essential party system in democracies are urgently needed.
