Abstract
[Resumen] Las decisiones adoptadas
internacionalmente para contener el avance
de la pandemia de COVID-19 afectarían
severamente a cientos de miles de marinos
embarcados en buques mercantes y pesqueros
al dificultar los cambios de tripulación y el
regreso a sus hogares. El presente artículo
pretende comparar las medidas que se
prescribirían, con el fin de minimizar el impacto
del COVID-19, al sector de la pesca con las
dirigidas al sector del transporte marítimo,
considerando la separación histórica entre
ambos sectores respecto a las regulaciones en
materia de seguridad y salud laboral adoptadas
internacional y regionalmente. El fin último del
análisis será identificar algunos de los principales
retos presentes y futuros en materia de salud y
bienestar a los que se enfrentan los trabajadores
del mar, especialmente los del sector de la pesca.
[Abstract] The international decisions adopted in order to contain the COVID-19 pandemic’s progress would affect hundreds of thousands of seafareres on board merchant and fishing vessels severely by limiting crew changeover and seafarers repatriation. The present paper aims to compare the measures prescribed, in order to minimize the impact of COVID-19, to the fishing sector with the ones addressed to the maritime sector, given the historical separation between both regarding the safety and health regulations regionally and internationally adopted. The final porpuse of the analisys will be identifying some of the present and future health and wellbeing challenges faced by seaworkers, especially by those belonging to the fishing sector.
