Abstract
[Resumen]: En el contexto mediático actual, caracterizado por la plataformización, la
accesibilidad universal a la comunicación audiovisual se ha convertido en un
aspecto fundamental para el cumplimiento de los principios democráticos. Esto
obliga a los medios de servicio público a construir su estrategia de valor público en
torno a la garantía de la universalidad. Este valor es especialmente relevante para
las personas con discapacidad y las audiencias mayores, ya que se vincula
directamente con el principio de igualdad recogido en la Constitución Española y el
marco regulatorio que ampara los derechos de acceso a la información de la
ciudadanía española. A partir del estudio de caso de Radiotelevisión del Principado
de Asturias (RTPA), esta investigación analiza el marco legal y la percepción de las
audiencias con discapacidad sensorial y de personas mayores en relación con los
servicios de accesibilidad, con el fin de explorar si el medio asturiano garantiza el
acceso pleno al contenido audiovisual. Para ello, utilizando un enfoque
metodológico cualitativo, se revisó la regulación al respecto y se llevaron a cabo
dos focus groups: uno centrado en personas mayores de 65 años y otro en
personas con discapacidad. Los resultados muestran un consumo elevado de los
contenidos de RTPA por parte de las personas participantes en la investigación,
especialmente en los espacios informativos. Sin embargo, a pesar de los
innegables avances en términos de accesibilidad, las audiencias asturianas con
discapacidad auditiva y visual siguen encontrando barreras que dificultan el
acceso pleno al contenido audiovisual a través de los diferentes soportes de la
radiotelevisión pública autonómica. En este sentido, se evidencia que RTPA es un
medio usable, pero no plenamente accesible, en línea con lo estipulado en la
normativa reguladora de la accesibilidad en el servicio audiovisual público en
España.
[Abstract]: In the current media context, characterized by platformization, universal accessibility to audiovisual communication has become a fundamental aspect for the fulfilment of democratic principles. This obliges public service media corporations to base their public value strategy on the guarantee of universality. This value is especially relevant for people with disabilities and elderly viewers, as it is directly linked to the principle of equality enshrined in the Spanish Constitution and the legal framework protecting the right to access information in Spanish society. Based on the case study of Radiotelevisión del Principado de Asturias (RTPA), this research analyses the legal framework and the perception of audiences with sensory disabilities and older adults regarding accessibility services, in order to explore whether the Asturian medium guarantees full access to broadcast audiovisual content. Using a qualitative methodological approach, both the regulation was revised and two focus groups were conducted: one focused on people over 65 and the other on people with disabilities. The results show that the participants who took part in the research recognizes that they make extensive use of RTPA’s content, particularly the news programmes. However, despite the undeniable progress made by the Asturian media in terms of accessibility, Asturian people with hearing and visual disabilities still encounter barriers that prevent them from fully accessing audiovisual content through the different media of the regional public broadcaster. In this sense, it is evident that RTPA is a usable medium, but not fully accessible, which is in line with the regulation governing accessibility in Spanish public audiovisual service.
