Abstract
[Resumen] A lo largo del siglo XIX se generan muchas normas legales que van dando cuerpo
a la administración educativa. La primera parte de la centuria es más parca y desorganizada,
pues no existió una ley general, sino diversos planes, reglamentos... que intentaban organizar
cada nivel de enseñanza, la formación de los maestros o la inspección. Sin embargo, en la
segunda parte del siglo, gracias a la publicación de la Ley Moyano, los municipios andaluces
tienen una guía de actuación para la enseñanza, sobre todo la primaria que era la que mayoritariamente
dependía de los ayuntamientos. En el artículo trataremos de analizar cómo todas
estas normas legales no acababan de ponerse en práctica, fundamentalmente, por la falta
de presupuestos y, en otras ocasiones, por la falta de visión de futuro de los ediles locales. A
pesar de ello, hay un crecimiento de escuelas y un descenso del analfabetismo considerable
a lo largo de todo el siglo
[Abstract] Over the course of the nineteenth century, a number of legal regulations were introduced that gradually led to a centralised system of education in Andalusia. Education in the early part of the century was scarcer and less organised, with the different stages of education, teacher training and school inspection regulated by an assortment of separate plans and policies rather than a single general education law. However, in the second part of the century, the publication of the Moyano Act provided towns in Andalusia with a blueprint for educational reform, especially in relation to primary schools, which were largely dependent on local government. This article analyses the failure to implement the new legislation due, fundamentally, to lack of funding for the new reforms and lack of vision on the part of local councilmen. Despite this, the nineteenth century witnessed a growth in the number of schools and a notable decline in illiteracy
