Abstract
[Resumen] El desarrollo vertiginoso de las actuales telecomunicaciones inciden en las
Administraciones públicas con efectos transformadores.
Superada la etapa de la Administración prestacional y del servicio público, se
transitó hacia una Administración eminentemente reguladora y controladora (no siempre
prestadora) asociada a la noción de servicio universal.
Al presente, se ha ingresado en el mundo de la Administración electrónica, aparejando
un cambio cualitativo en la relación entre Administración y administrado que
no debe hacer perder de vista la esencial servicialidad de la Administración que hace de
la persona la razón de su ser en procura del bien común.
[Abstract] The outstanding development of telecommunications has transformed public Administrations. Once the stage of the Administration as provider of services was surpassed, a new Administration appeared, with more regulating and controlling purposes, and not always providing services. This new stage in the activity of the Administration is associated to the concept of universal service. We are now facing the new fenomenon of the e-Administration, which entails a qualitative change in the relation between the Administration and the general public. This change should not neglect the Administration essential duty of service, and its focus on the people and the pursuit of common wealth, which are its reasons for being.
