Lengua, política lingüística y patrimonio cultural y educativo en Galicia

Abstract

[Resumen] La lengua gallega y la castellana coexisten en Galicia desde el siglo XV; en situación de cooficia-lidad desde 1981 y, sin embargo, no es una situación de adecuado bilingüismo lo que marca esa relación sino de diglosia y colingüismo. Las clases poderosas introdujeron el castellano y esto provocó que haya ido ganando terreno hasta conseguir un estatus de prestigio frente al gallego, cada vez más relegado, en la práctica, a situaciones ‘socialmente inferiores’ de la oralidad, la vida familiar y el folklore en determinados y cada vez más reducidos escenarios, si hablamos con ante-rioridad al actual tiempo democrático. Con este han mejorado algunas cosas, pero hay tendencias históricas que aún no se han modificado como sería de desear. Y es de ese modo que se da el caso paradójico de la existencia de procesos de normalización y sustitución a un tiempo: el gallego gana ámbitos de uso, pero pierde hablantes. El presente trabajo traza un recorrido histórico sobre la evolución de la lengua gallega en la socie-dad, y aborda mediante un análisis crítico la incidencia de la política lingüística en el sistema educativo de Galicia bajo la responsabilidad de los sucesivos gobiernos autónomos a partir de la aprobación del Estatuto en 1981. Para ello se ha revisado diversa bibliografía relacionada con el tema, así como los textos legislativos producidos a partir de la Ley General de Educación de 1970.

[Abstract] The Galician and Spanish languages have coexisted in Galicia since the 15th century; they have been co-official since 1981 and, nevertheless, it is not a situation of adequate bilingualism that marks this relationship, but of diglossia and collingualism. The powerful classes introduced Cas-tilian and this caused it to gain ground until it achieved a prestigious status compared to Galician, which was increasingly relegated, in practice, to 'socially inferior' situations of orality, family life and folklore in certain and increasingly reduced scenarios, if we talk about before the current dem-ocratic times. Some things have improved with it, but there are historical tendencies that have not yet been modified as we would wish. And it is in this way that the paradoxical case of the existence of processes of standardization and substitution occurs at the same time: Galician gains areas of use but loses speakers. This paper traces a historical overview of the evolution of the Galician language in society, and critically analyses the impact of language policy in the Galician education system under the re-sponsibility of successive autonomous governments since the approval of the Statute in 1981. To this end, a wide range of bibliography related to the subject has been reviewed, as well as the legislative texts produced since the General Education Act of 1970.
