Abstract
[Resumo]: Este proxecto de fin de grao aborda a creación dun novo módulo para a aplicación gisEIEL, un sistema empregado polas Deputacións Provinciais e Cabildos para xestionar a Enquisa de Infraestructura e Equipamentos Locais (EIEL). A EIEL, é un inventario nacional que recolle datos sobre as infraestruturas e equipamentos locais, converténdose nunha ferramenta crucial para a planificación territorial e a xestión das políticas de inversión. Dada a complexidade e o gran volume de datos que manexa, a xestión da EIEL require de solucións que melloren a eficiencia e a calidade dos datos procesados. O sistema gisEIEL foi desenvolvido para facilitar a xestión da Base de Datos Territorial da EIEL (BDT-EIEL) e para presentar os datos ao Ministerio de Política Territorial (MPT). Este sistema actúa como extensión do software libre QGIS, que proporcionan funcionalidades como a autenticación de usuarios, xestión de constantes, edición de datos, validación, e exportación de ficheiros, entre outras. A solución proposta neste proxecto consiste no desenvolvemento dun novo módulo de Cálculos Automatizados para gisEIEL. Este módulo ten como obxectivo automatizar o cálculo de certos campos na base de datos da EIEL, un proceso que tradicionalmente requiría intervención manual e que resultaba tedioso e propenso a erros para os técnicos, moitos dos cales non son expertos en bases de datos. O novo módulo permitirá realizar cálculos como a determinación de puntos kilométricos de estradas, lonxitudes de infraestruturas viarias, así como estimacións estatísticas como a porcentaxe de producción de lixo ou a calidade de recollidas de lixo de determinados municipios a partir da capa de contedores. Ademais, incluirá a corrección automática de datos, como o número de orde das entidades almacenadas na base de datos. Este proxecto, desenvolvido baixo unha metodoloxía iterativa e incremental, busca mellorar a calidade dos datos procesados e a eficiencia do traballo técnico nas deputacións, simplificando tarefas complexas e reducindo o tempo necesario para completar a enquisa EIEL. A integración deste módulo co resto das extensións de gisEIEL e a súa validación contra a Base de Datos Territorial (BDT-EIEL) aseguran que a solución proposta será de gran utilidade para os técnicos que traballan con esta ferramenta, facilitando o seu traballo diario e mellorando a calidade dos datos presentados ao Ministerio de Política Territorial.
[Abstract]: This final degree project addresses the creation of a new module for the gisEIEL application, a system used by Provincial Councils and Island Councils to manage the Local Infrastructure and Equipment Survey (EIEL). The EIEL is a national inventory that collects data on local infrastructure and equipment, becoming a crucial tool for territorial planning and investment management. Given the complexity and large volume of data it handles, the management of EIEL requires solutions that enhance the efficiency and quality of the processed data. The gisEIEL system was developed to facilitate the management of the EIEL Territorial Database (BDT-EIEL) and to present the data to the Ministry of Territorial Policy (MPT). This system operates as an extension of the open-source QGIS software, providing functionalities such as user authentication, constants management, data editing, validation, and file export. The proposed solution in this project involves the development of a new Automated Calculations module for gisEIEL. This module aims to automate the calculation of certain fields in the EIEL database, a process that traditionally required manual intervention and was often tedious and error-prone for technicians, many of whom are not database experts. The new module will enable calculations such as determining road kilometer points, the lengths of road infrastructures, as well as statistical estimates like the percentage of waste production or the quality of waste collections in certain municipalities based on container data. Additionally, it will include automatic data correction, such as the order number of entities stored in the database. This project, developed under an iterative and incremental methodology, aims to improve the quality of processed data and the efficiency of technical work in provincial councils by simplifying complex tasks and reducing the time needed to complete the EIEL survey. The integration of this module with the other gisEIEL extensions and its validation against the Territorial Database (BDT-EIEL) ensure that the proposed solution will be highly useful for the technicians working with this tool, facilitating their daily work and improving the quality of the data presented to the Ministry of Territorial Policy (MPT).
