Abstract
[Resumen] La seguridad, el desarrollo y las migraciones internacionales son tres necesidades
esenciales del ser humano, así como también tres conceptos profundamente relacionadas
en la sociedad internacional contemporánea, y de forma creciente. Sin embargo,
y debido a diversas razones, esta relación es todavía más conceptual que real, como
muestra el sistema interamericano. De hecho, tanto la Organización de Estados
Americanos (OEA) como sus Estados miembros han priorizado la seguridad como consecuencia
de los recientes atentados terroristas desde el 11 de septiembre, y así es como
las migraciones han pasado a ser consideradas como una amenaza que debe ser controlada
y restringida. En este contexto, la evolución de la percepción interamericana de la
seguridad, desde la idea de “seguridad colectiva” de la Guerra Fría hasta los modernos
conceptos de “seguridad multidimensional” y de “seguridad humana”, revela la importancia
de enfrentarse a estos temas con políticas multinivel, para fomentar la confianza
entre los Estados y mejorar el bienestar de sus pueblos.
[Abstract] Security, development and international migrations are three essential necessities of the human being, as well as three concepts deeply and increasingly related in actual international society. However, due to different reasons, this relation is still more conceptual than real, as interamerican system shows. In fact, the Organisation of American States (OAS) and its members have prioritize the security because of recent terrorist attacks since 9/11, and this is how migrations became to be considered as a threat to be controlled and restricted. In this context, the evolution of interamerican perception of security, from Cold War´s idea of “collective security” to modern concepts of “multidimensional security” and “human security”, reveals the importance of facing these topics with a multilevel politics, in order to foster the confidence among States and to improve its people´s welfare.
