Abstract
[Resumen] El sistema democrático, con el protagonismo de la sociedad y la alternancia política,
en un contexto de creciente globalización exige una adecuada puesta al día de la
Administración pública para servir con eficacia el interés general que le compete como
institución. La “buena Administración” enlaza con la gobernanza, un término surgido
en el ámbito de la gestión empresarial que se ha incorporado al sector público y que
pone el acento en la negociación.
En este escenario la participación de los ciudadanos, la información, la transparencia,
así como la profesionalidad e imparcialidad de los funcionarios públicos son elementos
fundamentales de una Administración para la democracia, que ha de desarrollarse
de acuerdo a una ética pública que impida la corrupción.
[Abstract] The democratic system, in a context of increasing globalization, demands an update of the public Administration to serve with efficiency the general interest. The “good Administration” connects with the “gobernanza”, a term arisen in the area of the business management that is used now in the public sector and that puts the accent on negotiation. The participation of the citizens, the information, the transparency, as well as the professionalism and impartiality of the government employees are fundamental elements of an Administration for the democracy, which has to go hand in hand with public ethics, so that the corruption is prevented.
