Abstract
[Resumen] En este trabajo se analiza el Título I de la nueva Ley de residuos que trata de los instrumentos de la política de residuos. Tras una aproximación general a las diferentes modalidades de instrumentos —principalmente, jurídicos y económicos— sobre los residuos, se profundiza en el análisis jurídico de los instrumentos de planificación; primero, los previstos para la prevención de residuos y, en segundo lugar, los planes para su gestión. Finalmente, se estudian de forma somera los instrumentos económicos, financieros y fiscales previstos en la Ley, con especial atención a la contratación pública circular.
[Abstract] In this work, Title I of the new Waste Law, which deals with the instru¬ments of the waste policy, is analyzed. After a general approach to the different modalities of instruments —mainly legal and economic— on waste, the legal analysis of planning instruments is deepened; first, those planned for the prevention of waste and, secondly, the plans for its management. Finally, the economic, financial and fiscal instruments provided for in the Law are briefly studied, with special attention to circular public procurement.
