Abstract
[Resumen] Este artículo examina la expansión del uso del término ciudadano-cliente en el discurso actual de los gestores públicos. Su objetivo es analizar las contradicciones teóricas de este uso y sus implicaciones para los conceptos tradicionales de ciudadanía, particularmente en su conexión con el asunto de la participación ciudadana. En relación con lo anterior, se presenta además un análisis del European Primer on Customer Sastisfaction Management, documento publicado recientemente bajo el patrocinio de la Unión Europea, que presenta una serie de iniciativas de gestión pública pretendidamente relacionadas con el aumento de las posibilidades de dicha participación.
[Abstract] This article examines the increasing use of the term citizen-client in the current discourse of public managers. Its objective is to analyze the theoretical contradictions within this usage, and its implications for traditional notions of citizenship, particularly in connection with the subject of citizen participation. Moreover, the article presents an analysis of the European Primer on Customer Satisfaction Management, a document recently published under the auspices of the European Union, which refers to a number of public management initiatives intended to increase opportunities for such participation.
