Capacity and efficiency of the European Fishing Fleet: analysis of the 2008-2018 period

Abstract

[Resumen] Un problema importante en la gestión pesquera es el de la sobrecapacidad (o sobre capitalización) según el cual el tamaño de la flota pesquera, su capacidad de captura, o su poder de pesca exceden lo necesario para obtener un rendimiento óptimo, de modo que niveles bajos de producción podrían ser una combinación de un uso de factores (inputs) ineficiente y/o una subutilización de la capacidad productiva. El objetivo de esta investigación es estimar la capacidad empleada y la eficiencia técnica de la flota pesquera europea durante el período 2008-2018. Para realizar el análisis hemos aplicado la metodología de las fronteras de producción estocásticas (Stochastic Production Frontier). Para obtener las estimaciones de la flota pesquera de 23 países europeos hemos utilizado datos económicos anuales del sector obtenidos de EUROSTAT y de los informes económicos del STECF (Scientific Technical and Economic Committee for Fisheries) de la Comisión Europea.

[Abstract] An important problem in the management of fisheries is overcapacity (or overcapitalization) whereby the size of the fishing fleet, its harvesting ability, or fishing power exceeds what is necessary to harvest an optimum yield so that lower levels of output could indicate a combination of inefficient input use and/or capacity underutilization. The purpose of this research is to estimate the capacity utilization and technical efficiency of the European fishing fleet over the period 2008-2018. To perform the analysis, we have employed the stochastic production frontier (SPF) methodology. Annual economic data obtained from EUROSTAT and the STECF’s economic reports was employed to obtain those estimations of the fishing fleet from 23 European countries.
