Abstract
[Resumen] El período histórico que nos ocupa es una etapa clave para la vida política
española y, consecuentemente, para la política educativa de la educación de las personas
adultas. El nuevo sistema democrático, reconoce una nueva organización territorial del
Estado en Comunidades Autónomas, algunas de ellas, con competencias plenas en mate-
ria de educación. Además, el marco constitucional va a determinar la mayoría de edad de
las personas en los 18 años (art.12) y garantizar el derecho que tienen todos los ciudada-
nos y ciudadanas a recibir una educación (art.27).En estos años de democracia, hemos
tenido tres leyes orgánicas de educación. La interpretación de la educación de personas
adultas en estos textos legales, será el objeto de este trabajo. Mención aparte será la Ley
General de Educación de 1970, por ser el antecedente más inmediato a lo que en mate-
ria de política educativa de personas adultas se sucederá en el período democrático.
[Abstract] These historical times represented a key period in Spanish politics, and con- sequently in the policy geared towards adult education. Spain’s new democracy reformed the territorial organization of the state into autonomous regions, some of which had full pow- ers in the area of education. In addition, under the new constitution the age of majority was established at 18 years of age (art. 12) and it also guaranteed the right of all citizens to receive an education (art.27). Over the course of the democracy, there have been three con- stitutional laws of education. The interpretation of the education of adults in these legal texts is the aim of this work. A special section is devoted to the General Law on Education of 1970, which is the most recent precursor to the policy of adult education that has continued in the period of democracy.
