Instrumentos de evaluación y participación para la cohesión territorial y ante el reto demográfico

Abstract

[Resumen]: Con motivo de la nueva política ante el reto demográfico promovida por el Gobierno español y por las Comunidades Autónomas más afectadas por el abandono rural, se estudian algunos instrumentos que se están aplicando para mejorar la cohesión territorial. En particular, se analizan los instrumentos que para la “evaluación del impacto demográfico” ya se han regulado en las recientes leyes autonómicas de Galicia, Castilla-La Mancha y Extremadura con similares contenidos jurídicos. Previamente a su análisis, se estudia también, el “mecanismo rural de garantía” (“rural proofing”) que, con similares objetivos, se ha aplicado en el norte de la Unión Europea y, también, de modo experimental en la Comunidad Foral de Navarra. Además de valorar positivamente sus virtualidades para afrontar el reto demográfico y la dinamización rural en España, se pone de manifiesto la necesaria participación del mundo rural en la elaboración de las normas y políticas que les conciernen.

[Abstract]: On the occasion of the new policy in the face of the demographic challenge promoted by the Spanish Government and by the Autonomous Communities most affected by rural abandonment, some instruments that are being applied to improve territorial cohesion are studied. In particular, the instruments that have already been regulated in the recent autonomous laws of Galicia, Castilla-La Mancha and Extremadura with similar legal content are analyzed for the “evaluation of the demographic impact”. Prior to its analysis, the "rural guarantee mechanism" ("rural proofing") is also studied, which, with similar objectives, has been applied in the north of the European Union and, also, experimentally in the Foral Community of Navarre. In addition to positively assessing its potential to face the demographic challenge and rural revitalization in Spain, it highlights the necessary participation of the rural world in the development of regulations and policies that concern them.
