[Reumen]: EI principio de precaución o cautela es uno de los pilares básicos para conservar la biodiversidad, y sobre él deben descansar las decisiones técnico-administrativas que se realicen para el desarrollo e implantación de la Directiva 92/43/CEE dei Consejo, de 21 de mayo de 1992, relativa a la conservación de los hábitatos naturales y de la fauna y flora silvestres, conocida como Directiva Hábitats, en todo el territorio de la Unión Europea. Sin este principio, detener la pérdida de biodiversidad y mantener en un estado de conservación favorable los hábitats y las especies recogidos en los anexos de las Directiva Hábitats y Directiva Aves, será un objetivo difícil de conseguir, sino imposible
[Abstract]: The precautionary principie is one of the basic pillars for conserving biodiversity, and the technical-administrative decisions made for the development and implementation of Council Directive 92/43/EEC of 21 May 1992 on the conservation of natural habitats and of wild fauna and flora, known as the Habitats Directive, throughout the territory of the European Union must be based on this principie. Without this principie, halting the loss of biodiversity and maintaining the habitats and species listed in the annexes to the Habitats and Birds Directives in a favourable conservation status wil l be a difficult, if not impossible, objective
