Abstract
[Resumen] La problemática de los residuos plásticos ha sido afrontada por la Unión Europea (UE) mediante una estrategia basada en la economía circular, buscando una gestión sostenible de los materiales y promoviendo la reutilización y el reciclaje. En este contexto los sistemas de depósito y retorno de envases (SDDR) se plantean como una solución eficaz, como se ha demostrado en diversos países europeos. Al hilo de esta situación, la presente investigación, analiza el contexto legislativo de los SDDR en la UE así como los casos específicos de Suecia, Alemania, Dinamarca y Finlandia, todo ello con el objetivo de extraer una serie de recomendaciones que pueden ser aplicables al caso de Portugal, un país que ha establecido con sus últimas reformas legislativas la obligatoriedad de implementación del SDDR a nivel estatal.
[Abstract] The issue of plastic waste has been addressed by the European Union (EU) through a circular economy strategy, aiming for sustainable materials management and promoting reuse and recycling. In this context, deposit and return systems for packaging (DRS) are proposed as an effective solution, as demonstrated in various European countries. In light of this situation, the present research examines the legislative context of DRS in the EU, as well as specific cases in Sweden, Germany, Denmark, and Finland, all with the aim of deriving a set of recommendations that may be applicable to Portugal. Portugal, through its recent legislative reforms, has mandated the nationwide implementation of DRS.
