Matemáticas electorales: buscando la proporcionalidad

Abstract

[Resumen] Los sistemas parlamentarios de representación son el método más extendido a la hora de fijar el modo de gobierno de la mayor parte de los países. Estos sistemas se basan en el principio de la proporcionalidad: “un hombre, un voto” de tal forma que se organizan mediante sistemas donde un grupo de personas reflejan de la forma más proporcional posible el sentir de los habitantes, expresado mediante procesos electorales. Aun así, estos sistemas presentan diversas distorsiones que rompen las reglas de equidad. Las dos más destacadas son la desproporcionalidad y el malapportionment, ampliamente estudiadas en la literatura. Como todos los países y sistemas, España no es ajena a estos problemas y, desde hace ya mucho tiempo, diversas voces se han alzado para denunciar la falta de proporcionalidad del sistema electoral español. Nuestro trabajo se centra en este punto y busca responder a estas preguntas: ¿el sistema electoral español es proporcional? Y si la respuesta es negativa, ¿es posible reformar el sistema de forma que sea más proporcional? Veremos que el sistema no es proporcional y que con pequeñas reformas de la ley electoral, sin necesidad de modificaciones constitucionales, es posible corregir las distorsiones que presenta. En particular, propondremos un sistema electoral mediante un proceso bi-etápico y una modificación de la ley de distribución de escaños que reduce casi a cero el grado de desproporcionalidad del sistema electoral español.

[Abstract] The parliamentary systems of representation are the most extended method of government in the greater part of the countries. These systems are based in the proportionality principle: “One man, one vote”, such as they are organized using systems where a group of people reflects, the most proportional as possible, the feel of the inhabitants, expressed through electoral processes. Even so, these systems present diverse distortions that break the rules of equity. The two more commons are disproportionality and malapportionment, widely studied in the literature. As all the countries and systems, Spain is not different to these problems and, long time ago, diverse voices have heaved to report the fault of proportionality of the Spanish electoral system. Our work is focused at this point; we are looking for answering to these questions: Is the Spanish electoral system proportional? And if the answer is negative, is it possible to reform the system so that it was more proportional? We will see that the system is not proportional and that, with small reforms of the electoral law without need of constitutional modifications, it is possible to correct the distortions. In this paper, we will propose an electoral system using a two-stage process and a modification of the law of distribution of seats that reduces almost to zero the disproportionality degree of the Spanish electoral system.
