[Resumen:] En este trabajo el autor del borrador de la Carta Iberoamericana de los Derechos y Deberes de los Ciudadanos en relación con la Administración explica los fundamentos de este relevante documento sobre la reforma administrativa en Iberoamérica. Especial atención merece la concepción del derecho fundamental a la buena administración y sus derechos componentes.
[Abstract]: In this work, the author of the draft of the Ibero-American Charter for the Rights and Duties of Citizens with regards to the Administration explains the fundamentals of this relevant document on the administrative reform in Ibero-America. A special mention is merited by the concept of the basics for good administration and its constituent rights.
