Marco jurídico internacional y europeo de la protección civil

Abstract

[Resumen] La protección civil tiene una dimensión internacional poco conocida que se sustenta en una base normativa de referencia y una serie de instituciones especializadas. Este artículo se centra en el estudio de los rasgos generales del marco jurídico internacional de la protección civil, sus fundamentos, principios operativos y las reglas generales de carácter convencional aplicables a la cooperación internacional en este campo. Además aborda los orígenes de la normativa internacional en la materia asociados al Derecho Internacional Humanitario, el significado y naturaleza jurídica de la Carta Internacional del voluntariado en materia de protección civil, el papel de la Organización Internacional de la Protección Civil así como del mecanismo comunitario de protección civil.

[Abstract] The civil protection has an international dimension that is sustained in a normative base of reference and a series of specialized institutions. This article is centered in the study of the general features of the juridical international frame of the civil protection, his foundations, operative beginning and the general rules of conventional character applicable to the international cooperation on the field of the civil protection. In addition it approaches the origins of the international regulation in the matter associated with the Humanitarian International Law, the meaning and juridical nature of the International Charter of the voluntary work for civil protection, the role of the International Organization of the International Protection as well as of the european mechanism of civil protection.
